A new civic gateway for Keelung, bridging port, city, and culture in a dynamic multi-use terminal.

A New Civic Landmark at Keelung Harbour
The New Keelung Terminal is designed as a vibrant urban gateway and landmark, integrating transport, public realm, and commerce. Located on the northeastern coast of Taiwan, the project redefines Keelung’s waterfront through a spatially rich, civic-minded design that reflects the city’s maritime heritage and hilly landscape. The development serves both international cruise passengers and local residents, forming a continuous dialogue between sea, port, and city.

Connecting City and Port
The terminal sits at the interface of Keelung’s historic port and its evolving urban fabric. The architecture echoes the form of the city’s surrounding green hills, guiding visitors along a sequence of ramps, terraces, and open-air plazas. The layered massing allows views out towards the harbour while encouraging public interaction.

Multi-Use and 24-Hour Activation
The project is conceived as a mixed-use development that operates around the clock. Its volumes are carefully composed to accommodate passenger flows, retail, and public programmes. Elevated walkways and internal connections maintain circulation and activate the space throughout the day and evening.

A Framework for Community and Exchange
Key public nodes are created through plazas and transparent voids, inviting gathering, movement, and civic exchange. The design encourages permeability and motion, creating a dynamic environment that adapts to seasonal peaks and varying user needs.

Urban Identity and Visual Marker
With its distinct silhouette and integrated public realm, the New Keelung Terminal becomes a recognisable marker for incoming passengers and a new symbol for the city. It reflects Keelung’s ambition to become both an international gateway and a local destination.
